They say they are, but let's be real, they won't be paying anyone who deactivates either. Deactivations are going to be very bottom of the list for "priority" on payment.

It would be funny if all the businesses conduct mass non compliance... and say... yeah you got 400 bucks to deactivate??

We charge 1000 bucks a gun to deactivate....
