The thing I am wondering about is if I declare and the government says that I will get a certain amount ofmoney based on the price list they published, and the government doesn't pay me that amount, isn't it a breach of contract? And if the government is already telling me that they are going to breach the contract, why would I enter into a contract with them in the first place? I tend to try to not do business with liars, and they are straight up lying.

Show me the last time that a government entity was actually held responsible for their actions, and was actually penalized, and then we'll see how this one goes.

False advertising is all they ever do anyway.
