It began with people disgusted with the US annexation threats being awoken to the importance to buy Canadian. It had no name at this time.

Eventually Mike Myers mouthed Elbows Up on a SNL outro.

Later, Carney capitalized on the popularity of the movement and used it as a slogan.

Following that, Mike Myers agreed to do a political ad with Carney because he believed what the VAST majority of Canadians believed in that moment; that Carney was far better equipped to handle the moment our country was facing.

Again, none of this negates the importance of the movement, and none of it excuses the brain dead butthurt conservative attempts to undermine it.

I was responding to the other user but I'll address your other comment here.

From what I can tell the point you are trying to make is that it was a non-partisan slogan. I believe we've shown that this is incorrect by pointing out that the slogan was used to bolster support for Carney during the election using campaign ads bought by the Liberal Party of Canada.

As I've said elsewhere, if something is happening, and a politician attempts to capitalize on the popularity of that thing, do they now own it, and all previous good done by it is erased from reality? Should we stop doing the thing that is objectively good and helpful because a politician we don't like has co-opted a slogan?

Second, many conservative leaders also jumped on the bandwagon.

Third, imagine if Millhouse had done so and also adopted the slogan instead of stalling and towing the line for so long and throwing away the election. He may have actually won as originally projected.
