They’re common in the US, but since it’s illegal to carry for self defence here they’re not allowed (along with probably a dozen other specific restrictions on handguns)

They aren't legal because the barrel length is too short. That's it.

He's not entirely wrong though, it is illegal to carry anything for the purpose of self defense in Canada.

Correct, but just because you can't carry a handgun for self-defense is not legally why they are banned.

(Though, that is likely the root of it, even if not the legal root. They could easily legalize all handguns, and they would still be illegal to carry)
