If I or anyone else for that matter wanted to legally murder people although for some reason the government just calls it killing someone when it's legal (funny how they use those words). Why wouldn't I simply go off and join the army? Or go fight in Ukraine which last I checked is perfectly legal to do in Canada go off and fight in another army as a foreign fighter.
