If someone were looking to buy a black gun chambered in either .223, .223 wylde or 556 , in semi auto, with a budget around 1200$ what's a decent brand/ rifle that's a reliable shooter? Thanks in advance

At that price point theres not much. Your gonna be looking at 180 style guns and thus far each one regardless of make comes with a high and well documented (search the sub to see photos) chance of critical failure.

Meanwhile, reliable semis in 7.62 x 39 exist at the same price. You should be thinking about something in this group or be prepared to up your budget considerably.

I have 308s,22s and other rifles, I wanted a 223 to maybe tailor some rounds to do no fur damage to foxes and coyotes and as a light pinker, I've missed shooting a c7 for the past few years... lol

I get that. I have a T97 to get me by while my AR sits locked up. You might find a used T97 which could meet your needs but Im not sure what those go for nowadays. That or a bolt in .223/5.56 might be your best options for your price point currently.

Is the t97 not caught up in the bill c21 crap? Can't buy or sell them right now?

No its free and clear as a NR for now. C21 only impacts anything designed after it receives assent. Anything before is not immediately impacted.
