Trying to get RPAL got an email that reads

"Please be advised we are offering a restricted firearms course on April 28th (630 pm to 9 30 pm) and April 29th (8 am to 4 pm), however with the current Federal Regulations in place with respect to restricted firearms, to our knowledge the only people who may get their Restricted Firearms License approved are people who show proof that they will require their restricted firearms licenses for employment purposes."

Is this true ?
