Have you tried turning it the other direction? Don't force it though, but it may have been broken from new.

Also, at what distance?

How high is the barrel centre to dot centre? Get it close and move from 10 yards to 25 yards. The bullet should still be rising. Of course it could be broken.

If it is adjusting maybe a shim under the back of the sight.

For a 22lr or 9mm I would set it to zero at 44 yards if I recall, I usually shoot at 20 or 50 yards, same gun, no adjustments, only ¼" out. Assuming scope is 1½" over bore.
