Ontario, Complete PAL Timeline:

November 12 - CFSC

November 28 - Receive CFO Stamped Results

November 30 - Mail Application

December 05 - RCMP Receives Application

December 21 - Credit Card Charged

December 21 - Application appears online. Status "We have completed initial review"

January 06 - License Issued. Status "Your application has been processed and your license has been issued."

February 02 - License mailed (based on the date on the document)

February 10 - License received

on the RCMP IWS it actually shows "License mailed"? Mine is stuck at "Your application has been processed and your license has been issued." for close to 4 weeks now

My IWS still says that as well, regardless of the fact that it's been mailed and I have it in hand. The average time from license issued to card in hand looks to be around 6 weeks. If you don't have yours by March I'd give the CFP a call.
