It’s officially been a year since I applied for my PAL, Called the RCMP two weeks ago and was told that my application could’ve gotten lost and that I would be put on a “priority list”. How much longer should I expect to wait in this “priority list”?

Call them again. Keep pestering them just enough that they stay on top of it but not enough that you sound desperate to get your PAL.
