What would the effective range pn a 9mm carbine be compared to s 5.56 nato rifle like a 180 variant?

Far less. One generally opts for 9mm for cross-compatibility with handguns (many carbines take Glock mags), for less recoil/noise/flash, or simply to cope because the real deal isn't legal. 9mm is generally slightly cheaper, per round, too.
