For Alberta, you can just call the provincial CFO's office after about 3 weeks 'to check on the status' and they will usually approve it while you are on the phone. You are way over 3 weeks, so you should be good now. It can take some persistence to get through to an agent, but just keep trying. Right at opening and at 12:30 seem to be the best time.
