Is it legal to call the CFO for my PAL number and have a buddy “transfer” me one of his rifles before the card arrives?

Perfectly legal. You still need to get the approval online for NR’s now but should be able to complete that easily without the physical card.

Since mid/end of may I believe it was. You can do it online, just need the buyer and sellers info, no gun info afaik( I’ve never done it, I’ve just read on here others experiences) all it does is confirm you are both licenses to own an nr and gives you a reference number. That number is good to buy/sell between the two parties for i think up to 90 days

Ah so I guess the "abolished" long gun registry is still alive and collecting data..

Like I said there is no gun data sent in so as long as it’s a private sale, no worries. If you are buying from a store then they have to store the sale for like 20 years
