Are we really assured that handgun transfers that are still awaiting CFO approval while C-21 passes, still be approved?

The amendment seems to be on the step where CFOs evaluate transfer orders and not on requirements for the creation/submission of the said order itself. So, I'm afraid, just because our requests have been submitted before the deadline, it doesn't automatically protect them from the new criteria which could still be used to reject the request.

It’s written into the Bill that transfers in progress prior to the Bill coming into force are exempt from the freeze provision.

Under transitional provisions.

Here

Section 12.2 of the Firearms Act (the new provision prohibiting registration of a handgun to an individual) does not apply to registration applications in progress before the new sections come into force.
