Are there any guns at all, preferably non-restricted, that are chambered in 5.56 and have an upper charging handle like the AR15? I know Raven whoever is making one but it's just a concept right now, no one has seemingly got one from their pre-orders.

Don’t think so and not many companies would pursue it as it would be likely to get banned/just not approved to be made or sold in canada

That charging handle is pretty distinctive to the AR-15. Primarily the 5.56 black guns still legal in Canada are AR-180b based. These do not have a reciprocating charging handle. The charging handle is directly connected to the bolt.

The Kel-Tec RDB has a reciprocating charging handle, but is not really like an AR-15 (it's a bullpup).
