Yes. There's 3 different sections and two instruments in play here.

Firearms Act

Provision 12.2 will be the new provision that prohibits the transfer of handguns. This is not in force in but will be as soon as C-21 gets royal assent.

Bill C-21

This is the instrument used to actually amend the Firearms Act.

Section 17 of Bill C-21 amends the Firearms Act, creating the new section 12.2 that prohibits transfers as described above.

Section 47 of Bill C-21 says section 12.2 of the Firearms Act as enacted by section 17 of Bill C-21 does not apply to any transfers in progress before section Bill C-21 comes into force.

Ty that's good to know I'm waiting on my rpal to get approved and already gave up on the handgun thing
