Retailers asking for drivers license scan due to OIC?

I thought the May 18 "totally-not-registry-guys-trust-us" was the buyer and seller needing to call in for verification numbers. Or is that just private sales?

I think the portal just goes down due to bandwidth issues. It’s common on weekends or big sale days.

Most people still walk in and spontaneously walk out with a new rifle.

This came into effect on May 18th and was the reason why everyone was panic buying before that date.

Yup, that's a thing now.

If you buy it from store, they just asked to see both. Usually driver licence and PAL at same time for rifle and NR.

If you buy it online, all the stores will ask you to email or text a pic of government ID, and your PAL, and they will delete it afterward.

I trust gun stores than the government at this point. So I rather them hold the record than government hold it. Not that's saying much, but it is what it is for now.

C-71 (passed in 2019) and the associated regulations that was activated by OiC on May 18th 2022 stipulate that yes you do need secondary id to purchase Non-restricted firearms if not done in person.

Firearms act s.23 Authorization to transfer non-restricted firearms

Authorized Transfers Marginal note:Authorization to transfer non-restricted firearms

23 (1) A person may transfer one or more non-restricted firearms if, at the time of the transfer,

(a) the transferee (buyer) holds a licence authorizing the transferee (buyer) to acquire and possess a non-restricted firearm;

(b) the Registrar has, at the transferor’s (seller) request, issued a reference number for the transfer and provided it to the transferor; and

(c) the reference number is still valid.

Marginal note:Information — transferee’s licence

(2) The transferee (buyer) shall provide to the transferor (seller) the prescribed information that relates to the transferee’s licence, for the purpose of enabling the transferor (seller) to request that the Registrar issue a reference number for the transfer.

Information Relating to Transferee’s Licence

5 The prescribed information for the purpose of subsection 23(2) of the Act is the information set out on the front of the transferee’s licence, including the photograph.

6 For the purposes of the issuance of a reference number under section 23 of the Act, the transferor (seller) must

(a) confirm, when making a request referred to in paragraph 23(1)(b) of the Act to the Registrar, that they have taken reasonable steps to verify that the transferee (buyer) is the holder of the licence, including

(i) in the case of a transfer that is completed in person, whether in whole or in part, by comparing the photograph on the licence with the person presenting themselves as the transferee (buyer), and

(ii) in all other cases,

(A) by using the method set out in paragraph (a), or

(B) if the comparison cannot be undertaken using that method, by comparing the information on the transferee’s licence with that on another piece of photo identification that has been issued by the Government of Canada or a provincial or municipal government; and

The seller needs to obtain a reference number before transferring a NR firearm, and then they must follow the regulation conditions that describe what the seller needs to do before they can apply for a reference number.

namely if they can't verify that the PAL matches the person standing in front of them (impossible for online sales) they must obtain a second piece of photo ID to compare.

its part of the new law that requires you to submit a secondary piece of ID when purchasing a NR. My license also doesn’t match my RPAL address and i had no issue when i bought and received my NR recently

Range View asked for RPAL and DL for online handgun purchase before the new NR registration requirements.

I know 100% that second piece of ID is not a requirement in person. Otherwise Cabelas isn’t following the new law.

Even before the new laws Tenda had some strange policies. I purchased a Nightforce SHV scope a few years back and they called me asking for a scan of my driver's license.

Also worth noting my drivers license does not match my rpal address, because rpal goes to a PO box and drivers is street address.

I don't need the rural UPS subcontractor leaving a rifle on my porch like he does everything else. Canada Post to the PO box always seemed safer, if there's a screw up its Fed on Fed violence.

Doesn't the address of the RPAL have to be the address the firearms are stored at?

They will keep a seperate mailing address on file if you have a PO box or whatever. The address printed on your drivers is always the street address so they can find your next of kin should something happen.

That must vary by province because my alberta drivers license address is a PO box. The CFO has my physical and mailing address on file and its never been an issue to ship firearms to either one cuz the retailer sees both during their pal verification.

Actually the PAL is an official form of ID since it is issued by an official institution (RCMP), has your picture and your name on it afaik.

I'm not exactly sure what you are trying to say but I can tell you that a friend of mine has been asked by Sheriff if he had any official ID and the Sheriff went on to specifically ask for "Driver's License, passport, gun license or any other form of official ID" which could also include your military ID for example. Not sure what is wrong with any of this.

Think it's Tenda. Asked a buddy of mine what the process was for the NR rifle he purchased last week from Cabela's. Said he entered his PAL #, CC, shipping info and had no issues.

All the store ask that now. Bought from SFRC and Reliable Gun. One is from Ontario, one from BC, both as for ID and PAL when buy NR.

Cabela already store company information on their data base since they are so huge, and apparently, government trust them a bit more than LGS, that's what one of the staff at Cabela Abbotsford told me.
