When you buy your first restricted, you will get a new RPAL card with the "Transportation Condition". That allows you to transport your gun from your house to the shooting range (or police station; don't take it to the police station). Most of us call this a Long Term ATT or LTATT. But in reality, it is the Transportation Condition.

If you want to transport your restricted anywhere else, then you need an actual ATT.

Typically it is about 2 weeks after the transfer is approved. May be longer right now with all the handguns sold recently.

When you buy a second handgun, you don't get a new PAL card, but you still are required to wait for the new registration certificate before transporting it anywhere (other than taking it home from the shop, the transfer covers that).
