You do understand that there is no minimal historical period required for something or an activity to have cultural significance and heritage value, right? If the feds gave the Inuit Valmets and they quickly became part of their way of life, it is not a difficult argument to make that the rifles hold significance to that community. I'm not saying it's a rock solid argument, but in Canadian politics, all one has to do suggest that something could be construed as being even the slightest affront to First Nations way of life and it immediately becomes unthinkable.
