Buy recommendations Long range rifle

Hey all
Looking for a long range rifle and need help from people that know more than me about it. So I am thinking about 6.5 creedmoor or 338 lupa. I will probably not fire more than 2000 yards so think the 6.5 should be good any help would help. My budget is 8-15 for rile and scope feel free to send what you think you would buy

I would get something in 28 nosler perhaps. For optics a vortex viper,

I honestly have no idea. Im not up to date on custom components, if I were to just buy an off the shelf rifle the gun dealer in new brunswick has a Browning X-Bolt 2 Pro McMillan Carbon Fiber 300 Win Mag for $5100. And a NIGHTFORCE ATACR 7-35x56mm ZeroStop MIL-C™ F2 Dualscale Illuminated -C627 scope That set up would be great out to 2000 yards, looking at around $11,000 total
