So if your whole rifle is homemade, no need for a serial.

But if you can put peices of another rifle in it, you need a serial?

Makes sense, but at what point do they deem that it needs one?

I think if the rifle/component is for a non-restricted, there is no need for a serial number as it doesn't need to be registered. Any other class would require a serial number. The officer recommended some sort of identification number so that if it was ever stolen, it will be easier to identify.
