Application / Regulation advice Anyone still waiting on their 22LR Handgun CFO Transfer Approval?
Is anyone still waiting on their 22LR Handgun Transfer Approval? It seems like the RCMP Firearms Centre CFO is either not processing them or taking a very long time to do so especially for US imports. Anyone else still waiting from a month ago?

Same boat. But only two weeks so far. Also depends on province (BC here) I think. Mildly irritating but it is what it is

Me too 2 weeks+ in BC. The last time it was 2 weeks exactly. That's what I get for buying an overpriced Glock from the USA!

Nope absolutely nothing. I think the delay is actually with the importation process maybe CBSA or GAC permit? More elbows up?

So they say aprox 45 days from cut off date. (July.15) so still about a week left. So technically not delayed yet.

I think the OP and myself are waiting for transfers. Our guns have been in Canada for sometime.

I don't think they have been imported yet. I think they are awaiting importation and they don't ship it to Canada before the transfer is approved. The delay is most likely with the RCMP Firearms Centre or the Firearms Registrar at the federal level.

No they 100% import into Canada then initiate the transfer. The gun needs to be imported first in order to get a registration number.
I just got off the phone again with the CFO. They are gonna send another follow up with the registrar. He said everything looks good on his end and it’s in the last stage. He said it is unusual that it is taking this long, he also took down my contact information just incase they needed it.
So yeah not sure what the hold up is.

Yeah but has your transfer been started? Or still waiting for the import? My gun has been in Canada since end of June, I’m waiting for the transfer certificate from the registrar.
The transfer process was also the reason why the rcmp requested info about coach and training logs

Strange. I have never heard anyone else have to provide that besides yourself, do you know if there was anyone else that got asked about the actual training stuff?

If you have a transfer that has been initiated with the old letters, you may went to call the cfo and ask for a status update. That’s how I found out that they requested extra info from BCTSA. So contacted BCTSA to get it sorted out

I called multiple times recently and all they tell me is “ok, we’ve received all the info + letter, just waiting on a chief firearms officer to approve it”
Basically hurry up and wait in one form or another. Never mentioned calling up BCTSA. Was yours in 9mm or something?

No mine is a 22lr. They said mine is past the CFO approval stage and is waiting for the registration certificate to be put in my name and emailed with the approval.

Very interesting. I wonder if they are just saying the same thing to me but in a different way….
The calls were all concluded with “we have all the info we need, but the CFO must be backed up or something etc etc.”
Did you ask anything specific? I have been calling with the “I am checking in on a restricted firearms transfer, etc”
Is yours technically the final step? Or I must be missing something.

The approvals are usually stuck at your provincial CFO, not the RCMP. If it’s the Ontario one, send them a quick email, they will typically ask you for all the 22lr documentation.

They already have the documentation. RCMP Firearms Centre is the same thing as the BC CFO since they manage everything. It's 100% the RCMP who reviews and approves the transfers.

when handguns where still being transferred freely a months long wait was not unheard of. its possible thats still the case even if they should have way less to process.

Apparently the registrar in Ottawa is the hold up. They said that’s where the registration certificates are processed

That sounds more like it. It's 100% an Ottawa delay. But the legislation and regulations have not changed so any denial would be arbitrary. Had the same thing approved just a few months earlier relatively quickly in 2 weeks or less.

When I bought from a business in March it was 3 weeks but there were not many going through at that time. In May I did the same and it was over a month before it got approved.

Did you import or was it within Canada? What sort of exemption did you/ do you possess?
Mine is already in Canada, so I figure it should be a tad quicker than one imported, but I can’t be sure

I did an entire season of bullseye at my range and submitted scores to the OIHL. I've got exemptions for several different target 22's

I think there's a batch of people with the same timeline waiting since July. If the transfers get denied go to Federal Court because there is no grounds for a denial with an exemption letter. It would be arbitrary if they denied it after all the identical approvals earlier this year.

If they play stupid games and use tricks/loopholes to deny people with exemption letters their transfers, there is 100% going to be a class action over this.

My imported handgun from IRG has been waiting since July 9th. I’ve sent all documentation, including coach, and training.
I’ve called the BC CFO multiple times, they say it is stuck with the registrar in Ottawa.
Oddly enough, I had another transfer initiated on the 12th of July that was approved in 4 days. The only difference was it was a private transfer within Canada. So maybe it’s something to do with imported guns.

Has your gun made it to Canada yet, or is it still pending export? I called the BC CFO today to inquire about mine (still sitting in IRG’s American warehouse) and was told that in the case of imports the certificate might not be issued by the registrar until the firearm completes customs processing.

It arrived in Canada last week of June to IRG Canada warehouse, the transfer was initiated on July 9th.
I don’t think IRG can even start the transfer until the gun is in Canada. Do you have a transfer number yet?

That's a long time. Definitely a delay with someone in Ottawa process wise and exactly what I thought as well. It has nothing to do with the CFO. They're probably trying to come up with some trick or reason to deny all the US imports but nothing has changed in the regulations or legislation otherwise. You don't need to send coach and training all that is irrelevant. You just need the exemption letter. I think someone in Ottawa was shocked people could import handguns from the USA and that people were actually doing it and it was more than one person!

Since the registrar is responsible for registration certificates for all provinces, there may be a back log or they are dragging there heels for some reason.
But the BC CFO confirmed there part was done, they are not holding up the process.

So the rcmp requested the info from the BCTSA. BCTSA notified me, we got everything sorted and then the BCTSA sent the info to the rcmp.
Are you currently waiting on a transfer?

The exemption is law, so I’m not sure how it could change unless through a amendment in parliament

He's talking about getting the exemption letter which always has changing conditions depending on the province. Once you have the letter it's all good.

I’m mostly joking, but it’s very anxiety inducing to see changes or delays with transfers in other provinces.
I’m following the SFC process so it’s already a longer process compared to other provinces with provincial Sport Organizations. SFC is the default issuing body if there is no PSO, so likely no changes, but BOY would it suck if the goal post is moved right before the finish line.

Any updates ?
I just called CFO and my transfer has not been approved yet. It has been 1 month since the transfer was initiated and more than 3 weeks since they received my C21 exemption letter.

Nothing for me yet, it’s getting close to 2 month for me. Hopefully some other chime in.
I called CFO on Thursday, the info officer again sent a follow up email asking why the approval is taking so long. He said everything looks good on my end and the cfo. Not sure what’s taking so long…

This is taking too long. Without the transfer, not sure if IRG could still do importation. If they are not able to, I would need to wait for another 1.5 months

Your gun is imported into Canada before the transfer starts, the reason for this is because it need to be registered. The problem we are all having is the rcmp being slow/backlog or something

SFC I’m pretty sure allows three models on there exemption letter, so definitely not a multiple issue

That is correct, but you could if you wanted too go the SFC route. BCTSA did have less requirements, but now they are basically being brought up to the same standard as the SFC

I don't think so. I think it's due to the US importation. And especially many Glocks from the USA. Apparently only the RCMP is allowed to import Glocks from the USA.

Transfers are being scrutinized closely. Be ready to hand over proof of training dates , coaches names etc. The exemption flood gates are closing.
