Did anyone recently (after handgun freeze) update their handgun registration? Like changing the calibre?

Did it work out? Did you get new caliber registration?

The reason I asked is because this handgun freeze law is legally even more insidious.

The regulation forces you to report a permanent change or temporary change after 30 days to CFO.

(SOR/98-201, s.4(2))

At the same time, it forces revocation of registration certificate you have : (SOR/98-201, s.10(b)).

And a strict reading of the law (2023, c. 32, s. 17) is a categorical ban on new registration certificate of handguns to individuals. with only one exemption created by (2023, c. 32, s. 97.1) for olympic training competition and coaching. It means if a handgun registration certificate is revoced, strictly legally RCMP can not issue a replacement certificate.

You are confusing what constitutes as a "new registration certificate".

A registration certificate amendment is NOT a new registration certificate number. A newly issued, 8-digit certificate number is the practical definition of "new registration certificate", as far as the CFP is concerned. When you first acquire a handgun, you get a new 8-digit number. This is what former bill C-21 prohibited, unless you have an exemption.

"Amendment" means that the original frame/FCU is still registered to your name as before, the certificate is merely updated from 12345678.0001 to 12345678.0002 to reflect a change you made as per SOR/98-201 s.4(2). No new 8-digit registration certificate number is issued in this process, therefore it is not subjected to the restriction imposed by former bill C-21.

Once the .0002 certificate gets issued, the .0001 one is void as per SOR/98-201, s.10(b).

Well, RCMP website also says that a firearm is registered only once and subsequently registration can be transferred (https://rcmp.ca/en/firearms/registration-and-verification-firearms). Meaning even in case of transfer new owner will get 12345678. 003. And thats all fine and dandy but, the regulation do not have any mention of the term amendment or update or updating when it comes to registration certificate (Firearms Registration Certificates Regulations). The regulations do not make the distinction you are making. The process is : revoke the registration certificate, issue a new one.

Now the fact of the matter is RCMP is still continuing to issue new certificate in this case. And thats a relief. However, I do not trust these horse people to not suddenly change their mind about how they implement the law one fine morning.

This is wrong. All new certificates start with .0001. Do you even have a restricted firearm?

A firearm is only registered once, which generates a Firearm Identification Number (FIN). That number is a unique identifier that stays with it forever. That's the "only registered once" part.

A Registration Certificate number is generated for each new owner (transfer). When you buy a handgun from a store, your registration certificate will say for example 3846#678.0001, and not .0002. You should know that if you've ever bought a handgun. It will say its FIN is 254#8391. The store (its previous owner) would have a different reg cert number altogether, and the importer/distributor would have another number. All of them, however, would share the same FIN 254#8391 on their certificate and in the system. Transferring a known, registered handgun does NOT equal to "register" in this sense as it was already registered by the importer when they first brought it in and generated the FIN.

Look, all the things you are saying are administrative details. The issue is, adminstration of law and regulations can be changed without even a OIC or a bill at the whim of RCMP. If you have doubt, see RCMP's current position on manufacturing of guns by (R)PAL holders vs that in past.

I am not looking at implementation of law but underlying federal law and regulations because those are the source of truth.

What your observations answer and that answer is very useful right now is that the administration scheme that is setup currently is supporting reissue of certificates even though word of law itself is banning it and there is no exception defined. For now, I guess we can take solace into that truth.

Anyhoo. This is going beyond the scope of this thread and I will leave it at this.

My good sir, I do not challenge your knowledge of the CFIS/RWRS. I dare not do it.

Where I differ with you is that on regulations. I do not find an exception carved out for configuration change explicitly mentioned in the regulations (or act itself). If such exists, my apologies in advance.

Because that's how every piece of Canadian legislature is written. If it isn't explicitly prohibited, it is allowed.

Except, in this case Handgun registration certificate issuance is categorically banned by the act with an explicit exception for Olympic shooting.

So default state of handgun registration certificate issuance is banned.

Now if act or regulation explicitly carves out an exception for handgun configuration change in issuance, as I said, I most humbly ask your grace and apologize.
