Does a mag tube extension count towards length?

I'm thinking about something similar, though if I get a stock with  a 1913 rail for the stock, I'll put two risers on it to make up about 3 inches, and use a shorter folding stock and hopefully end up  with the right length of pull  and be over 26 inches
