Same with fishing spots and just public spots in general. Eventually land owners shut them down. A public pond i fish at, the ministry decided to stop stocking with fish because of messes like this

A lot of local spots near bigger cities also turn to crap from "bucket" Fishman. Anything caught, goes in the bucket. You can try to educate them, or same them, but they'll just be back another day doing it again. So anything that would help repopulate a river or lake gets pulled by over fishing and inconsiderate people who eat everything, with no care for the future.
