That specific finish is called Distressed Red, so the easiest option is to buy the TM22 that comes in that color from the factory. If you already have a different color, you can either spray paint it or have it Cerakoted. Cerakote gives a much better finish. You can do either yourself, but unless you already have experience, the results usually won’t look nearly as good as having a shop that specializes in firearm finishes do it.
As for the scope, it really depends on your budget. “Affordable” means different things to different people. It could be a $200 scope to one person or a $2,000 scope to another. If you give a budget and what you’ll be using it for (plinking, hunting, etc.), it’ll be much easier to recommend something that fits your needs.

So I’ll check some shops that do firearm finishes, thank you :)
I only intend on using it for the range, it’s more of a casual hobby with my friends, not a weekly/every few days hobby unfortunately due to my work scheduling and sports too, but that said, I don’t mind spending up to $250/300 just because I do want something decent

Cerakote is usually around $300 in my province for a firearm, so personally I’m not sure it would be worth putting that much into a TM22, but that’s obviously up to you.
For the scope, it really depends on how far you plan on shooting. The do everything option from 0–300 yards would probably be an LPVO, but they can get expensive very quickly. Realistically, with a TM22, you’re probably not going to be shooting much past 100 yards anyway.
For that kind of use, a red dot would be perfectly fine, and if you find yourself struggling to see targets at distance, you can always add a magnifier later.
Hot take for this sub, but from personal experience, SOME of the cheaper Amazon/Chinesium optics can actually be perfectly fine on a .22 LR because the recoil is so mild. I definitely wouldn’t recommend them for a centerfire rifle, but on a casual .22 plinker SOME can work surprisingly well.

I just went out and shot my little badger for a bit while grilling some steaks for supper. Reminds me I need to buy the steel pic rail, and a sight for my little badger. Great little gun, and I don't mind irons, but it was accurate out of the box when I got it, now it won't hit paper. Stupid plastic irons.. 🚮
