For anyone considering borrowing a handgun in Ontario (ATT)

Had a phone call with the CFO wanting to apply for one. They told me they are likely tweaking the program or ending it entirely soon, as people have been taking advantage. They told me I could still apply but they may not process it. I did anyways and they approved it very quickly.

Not sure what the overall outcome will be but if anybody was debating applying just get it done now.

Edit: The ‘taking advantage’ was that they told me people had lent out entire collections of 10-20 guns across the province to different people.

Authorization To Transport a handgun that wasn't his. If you have an RPAL, you can borrow a friend's handgun for a day at the range. But you gotta keep the CFO aware of it.

But the current government is doing a full court press on widespread disarmament. Approvals for all kinds of things are now in question.

the Ontario CFO being a difficult asshole who thinks they get to unilaterally make new firearms laws is a tale as old as time.

when harper changed ATT rules in his last year in office it was because the Ontario CFO decided a perpetual ATT was only good at 1 range and you needed to keep applying if you wanted to shoot at any other range in the province.

An ATT is given as part of a borrowing permit, it itself is not an ATT.

Say you have a friend who has a handgun (or any restricted firearm), they can request a borrowing permit for you from the CFO, which permits you to take posession of that firearm, store it at your residence, and transport it per the terms of the ATT issued linked to that borrowing permit.
In Ontario, it's valid for 6 months at a time, but you can extend it for another 6 months as it nears the end of the term.

I've done with with handguns at my club as a first step to actually competing (and not just abusing the exemption mechanism, which is going to cost all of us), and then requesting an exemption letter from SFC.

No - abusing is people getting the exemption letters with no intention of competing.
Which is about to fuck legitimate competitors over and have CFOs clamp down on final approvals.

We're already hearing the ON CFO is taking very close looks at the latest applications, and SFC have said in the last week or so that they're no longer issuing letters for anything other than 22LR (no 9mm for recoil management justifications)

Some people are abusing it by essentially "selling" their handgun and saying they're transferring it to someone else on a rolling temp basis.

It's a permit given by a CFO to an RPAL owner that allows them to posses another RPAL holders Restricted firearm for a given amount of time (not certain on the time, believe its 6 months, before you must re-apply). It has all the firearm information, as well as where the temporary holder will store it, etc.

If you are taking it anywhere BUT to or from a gun shop, or a CFO approved range, you MUST apply for an Authorization To Transport. (The RPAL comes with a "permanent" ATT for those two use cases, and those two only).

The ATT is separate from the paperwork that shows who you're borrowing it from, for how long etc. It's as if you are applying for an ATT for a Restricted firearm you actually own.

You NEED an ATT if you're taking it to a gunsmith , not sure if that's what you mean by taking it to and from a gun shop. I'm pretty sure you need an ATT nowadays if you pick up a prohib firearm as well (like from a post office). Also if you're taking it to a military base you also need an ATT.

I never said anything about the gunsmith, just the shop. I'd assume thats only from the shop home once you purchase, not entirely sure about taking it back to sell or service it. But yes, gunsmith you'd need to apply.

It’s allowed under the firearms act. The provincial CFO don’t get to decide which laws they are going to follow. They must approve it , unless there is a valid reason to deny it.

Yes they have, but have also been taken to court over their extreme overreach, and have lost every time. Which is why, in the last 5 years or so, it’s all bluster out of that office, but when push comes to shove, they follow the law

Getting a long term ATT is not a problem in British Columbia.

I just renewed my pal and rpal and extended a long term ATT for the length of my license which allows me to lend a specific handgun to my buddy in Alberta.

With the ON CFO I usually get a reply in 1-2 business days. We've sent them at 4PM and had them in the inbox by 10am the next day

There's no document. It's done with an email request.
Owner and Borrower names, home addresses and phone numbers.
Both PAL numbers
Borrowing date(s)/duration
Firearm serial/Reg Cert number
