Wait so could I sell a .22 pistol to a person with this exemption? Or would I also have to get the exemption first?

Only the buyer requires the exemption. The seller does not require the exemption.

You can always “lease”loan” your handguns.. I think max duration is 6 months but you can renew it. Plenty of people who would buy it that way..
