Application / Regulation advice SIAF transfer question Quebec

Private transaction. Can somebody walk me through the SIAF transfer steps? Assuming the seller does not use/have an online account, The transfer can be done on paper and mailed in? Thank you

Transfering them from the old to the new owner doesn’t automatically register them to the new owner?
