Application / Regulation advice SIAF transfer question Quebec

Private transaction. Can somebody walk me through the SIAF transfer steps? Assuming the seller does not use/have an online account, The transfer can be done on paper and mailed in? Thank you

The seller can do this entirely on paper.

Step 1: Seller fills out the transfer form
Download and print the "Notice of transfer of ownership of one or more non-restricted firearms registered in Québec – Individual" or "Avis de transfert de propriété d'une ou de plusieurs armes à feu sans restriction – Particulier" form. Fill it out.

Step 2: Hand over the firearm, then mail the form
Once the firearm has actually changed hands, the seller mails the completed form to the SIAF (address is on the form). This can't be done by email or phone.

Step 3: Buyer registers the firearm

  • If the buyer was present with the seller when filling out the transfer, they can submit their own registration application at the same time (either online or by mail by using the "Application to register one or more non−restricted firearms present in Québec – Individual" or "Demande d’immatriculation d’une ou de plusieurs armes à feu sans restriction présentes au Québec – Particulier" form).
  • If the buyer wasn't present or does not wish to apply to register their firearm at this time, they register separately afterward (either online or by mail, as soon as they've taken possession).
  • If the buyer is outside Quebec, the seller must still file the transfer notice (with the buyer's info), but the buyer isn't required to register with SIAF if the firearm leaves the province.

Step 4: Confirmation
Since this is done by post, both parties will receive their confirmation (including FARN/UFAN details) by mail rather than email.
