Mounties say a former Manitoba member of Parliament is facing several gun offences after 439 firearms were seized from a home in Dauphin, Man.

Inky Mark, 78, faces a dozen charges, including firearms trafficking.

Police say they began investigating in March after another man from Dauphin, who is 73, was charged with firearms offences in the U.S.

Search warrants were executed last week at the Manitoba home, where officers also seized an antique cannon and $300,000 in cash.

Mark was elected under the Reform Party in Dauphin-Swan River-Marquette in 1997 and didn't seek re-election as a Conservative MP in 2010.

He has been released from custody.

Brother the literal definition of arms trafficking is "the illegal smuggling, distribution, or sale of weapons, ammunition, and munitions across international borders"

That may be your definition or some definition used by the United Nations, etc.

Weapons trafficking
99 (1) Every person commits an offence who
(a) manufactures or transfers, whether or not for consideration, or
(b) offers to do anything referred to in paragraph (a) in respect of
a prohibited firearm, a restricted firearm, a non-restricted firearm, a prohibited weapon, a restricted weapon, a prohibited device, a firearm part, any ammunition or any prohibited ammunition knowing that the person is not authorized to do so...

Possession for purpose of weapons trafficking
100 (1) Every person commits an offence who possesses a prohibited firearm, a restricted firearm, a non-restricted firearm, a prohibited weapon, a restricted weapon, a prohibited device, a firearm part, any ammunition or any prohibited ammunition for the purpose of
(a) transferring it, whether or not for consideration, or
(b) offering to transfer it,
knowing that the person is not authorized to transfer it...

So I don't think we know if he was charged for "trafficking" under cc 99 or cc 100.

But neither charge is related to the border and both cover illegal transfers (like a private sale between two license holders without a transfer number).

If it involved smuggling, that's a different charge (cc 103).

knowing that the person is not authorized to do so...

There are also charges for smuggling under other federal acts such as the Customs Act, Export & Import Permits Act, etc.
