Misc New Hampshire Non-Resident Pistol Permit

Has anyone recently applied for a non-resident pistol permit out of New Hampshire? I know they were issuing them to Canadians years ago, but when I reached out, I was told to contact them again at a later date because their legal department is doing some sort of review.

In some U.S. states, a Canadian with a valid U.S. hunting licence can legally purchase a firearm under the federal exemption (Florida for example).

If they also have a concealed carry permit that's recognized by the state they're in (or are in a constitutional carry state), they can legally carry it concealed, provided they comply with that state's laws. New Hampshire’s non-resident concealed carry permit has widespread reciprocity with other U.S. states.

Can you explain the federal expemption? My understanding is that you need to be a resident of a state and then you can purchase firearms in any state ( unless that state bans it)
