Application / Regulation advice Blackpowder barrel

I want to build a blackpowder firearm. I got the stock, flintlock and trigger without my pal. I buy my parts off a auction site which says I need pal for any firearm barrel. Can I just get a barrel machined for this or should I just get my pal

You need your pal to get powder so get your pal and you don't need a pal to buy a barrel because the barrel is not a gun but if the place has a rule that you need a pal then you need a pal

EDIT as Murray3-Dvideos pointed out you now need a PAL to buy a barrel this is from the RCMP website "Also effective September 1, 2024, firearm barrels and handgun slides may only be transferred to an individual within Canada who holds a valid firearms licence. This requirement applies to both businesses and individuals." I kept the misspelling of license in there lol

My understanding is you now need a PAL to purchase a barrel in Canada, unless that barrel is for an Antique Firearm.
