I would recommend that you contact the CFP Technical Division if you are pursuing NR status for this modified folding stock.

Without having the lab inspect and approve the modification to the mechanism (which Dlask did for the GSG-16 when they pinned the factory stock + Dlask short barrel) the above example is likely considered to be a restricted rifle, as simply pinning a folding or telescopic stock is not usually considered a way of meeting OAL.

I say usually, because there are inconsistencies in how the RCMP have and have not approved such a mod to a stock. e.g. BCL Bronco 9.5" folder is OK, but when I asked them about pinning a regular AR buffer tube, or for example the GSG-15's folding stock, they said no-go.
