Is it only weird residue that wipes off, and the bolt is otherwise unmarked?
Or do you also see scuff-wear marks on the bolt rails?

it feels like the bolt was rusted out and they used scotch bright or something, you can see a couple spots on the bolt missing finish and have some minor pitting

Mine also had some minor parts that looked like wear, though mine was not nearly as bad as yours. I also just got the TM22 12" barrel. I havent shot mine yet but I have cleaned it. Mine was absolutely drowned in preservation oil from the factory. Like so drenched that I was convinced that there was something wrong with it when I first picked it up because the bolt was so sticky. Luckily after a good cleaning its nice and smooth now. But ya, I saw the same sort of wear on my bolt right out of the box, just not quite as much as on yours.
I hope you've got more products in store that integrate nicely with the 12" barrel, cause its sick. I would love it if you made a kit out of metal to allow for a side folding stock. I found an STL online that lets you put one of those picatinny stocks on a TM22, but I would much prefer if it was made out of metal and not 3d printed. Add one of those picatinny folding buffer tubes and you have a sweet little folding stock set up.

Bolt looks pretty worn with residue from probably polishing compound coving the whole bolt.
Make sure you clean and oil your guns before firing them
