This is incorrect. After you have the pistol you have the pistol. The exemption is only for the transfer of handguns; your RPAL is what gives you legality to own it.

I agree in principal, but one must consider why they felt it was necessary to add 'annually' to the legislation? https://laws-lois.justice.gc.ca/eng/acts/F-11.6/section-97.1.html?wbdisable=true#:~:text=annually%20provides%20a%20letter

Yeah they were actually talking about this recently at my club. It appears it is just not yet enforced, but people should keep in mind the cfo can ask you to substantiate the letter.
