The feather has a clamshell handguard but it's way shorter than the M16 or even M4, it's a proprietary size

I haven't tried but I don't think the front sight post will accommodate a standard AR clamshell handguard, it doesn't have the same fitment for the ring on the end. But you should have the length, if you can MacGyver some way to get it to hold against the receiver and site post

Check out Gnutzguy on youtube. He’s got a tutorial on exactly what you’re looking for. Requires a bit of work to get it all to fit but it’s possible to put m16 handguard and stock on a tm22.

You’ll have to mess around and figure it out but the video can give you an idea of what’s involved. It’s kind of a niche project tbh, there won’t be tons of info out there.
I might give this project a shot over the summer but haven’t had much luck finding the parts needed.

No they'll classify the weapon you're putting it on as prohibited if you do

Can you elaborate? What kind of firearm are you trying to fit this handguard to? Something like an MRA Renegade? Yes, it’s possible, provided you have the requisite length of barrel for the handguard you’ve chosen, fixed front sight base, triangle end cap, delta ring, and barrel nut. It’s not impossible by any means, but nor is it exactly plug-and-play if you’re dealing with a free-float barrel. You’ll have to acquire all the parts you need and have a gunsmith fit the front sight base, unless you go with a clamp-on type.
