Damn! Quebec having a lower number per capita than Alberta (using PAL numbers instead of population makes it closer, but Quebec still lower than Alberta by 1%)! You can always count on Quebec to be against a federal program, many were probably expecting Quebec to be the highest compliant province!

Hey! Ontario has the most population. It’s also very urbanized. I assume most of the claims are made in GTA area. They are in a much tighter spot.
