Misc Pricing for New FOC Range

I received this email from FOC regarding a new upcoming range operated by Durham Shooting Club, which is always good news especially for GTHA folks trying to secure a club membership. The pricing looks kinda insane to me, the cheapest option is nearly $830 a year with incredibly limited access, an intermediate option for $1068, or you have to shell out $20K.

So any timelines with this project?  Is it opening soon or not even started yet?  Collect 4 mill in cash up front at 0 interest with lifetime members (plus init fees from monthly so even more up front) to build a yet to be approved/designed/built range?
