News / Politics / Activism Turn in Only the Serialized Receiver For Confiscation

Hey gang,

Regardless of what the firearm classification was before it became prohibited (restricted or non-restricted), can I ONLY turn in the hollow (without the trigger group, etc.) serialized lower receiver for deactivation/surrender, and keep the barrel, upper, and other furniture?

The easiest example I can come up with is the AR-style rifles with the upper and serialized lower receiver that easily detach from each other.

For the record, I don't plan on taking any action until the last possible minute, but I'd like to know the least I have to do when that time comes.

I appreciate the help!

If it's an AR-15 or "variant" you'd need to turn in or destroy the upper and lower. Otherwise just the serialized receiver is fine.

Thanks! What’s the difference between it being an AR or any other type of prohibited firearm if only the lower receiver is serialized

AR uppers are prohibited devices.

Technically, if you turn in the lower for no compensation, you don't have to turn in the upper. The CFP will inquire if the upper still exists, and you can advise them that you have destroyed it (so long as you actually do destroy it.)

Just one more thing So can keep the barrel, hand guard, bolt and gas embody and just have the upper and lower shells deactivated?

Correct. Trigger groups, safeties, bolts, grips, stocks, handguards, barrels, and muzzle devices are all legal to own.

IIRC one of the firearms handed in during the NB trial was indeed a AR (of some sort) and the gentleman got even more shafted than expected because he only handed in the upper and lower. Legally those parts constitute the gun and I think he was assured that he would get full compensation for it. Only to be contacted by the call center and told that he only qualified for a lower amount. The reasons given were that it was in an incomplete and therefore nonfunctional state and showed signs of wear.

So yeah, you can just turn in the serialized part, that's the only legally tracked component. And IF you sign up soon enough, you might even get a payment. (assuming the admin costs don't balloon and the Feds don't slash the budget again.)

But you won't get the amount the sign up portal might imply. It seems to assume a complete gun and in new condition.

They changed wording now says flat rate for lowers 550 i believe. The full amount in other list is for a complete gun if they ever did compensate thats what fd the other guy with his LAR15 ar pistol lowers such a shitty situation it didn't say that prior to the update.

Yeah, Gary said at a press conference that the gov't does not want participants taking the money and simply buying another firearm. So I would expect a lot of behind the scenes tweaking of the policies and procedures in order to keep pay outs to the minimum they think they can get away with.

And, with a clearly stated policy of no reviews, no appeals process, that guy has no recourse for the rug pull the feds put him through. The government should not be able to change the policy retroactively.

I am not a lawyer, but I think there is, or should be, a contractual relationship at work. "I have altered the deal. Pray I do not alter it further" is abusive.

I made an account and went through the process but didn’t make any submissions, during the review process it told me that the estimated compensation is 0$ so I assume they’ve already exhausted their budget 🤣

If I read your response right, it sounds like you told the system who and where you are. But did not tell it what you have. That gives your profile an inventory of nil. So am estimated compensation of zero would be correct and unrelated to the amount of money left in the budget.

But I have a restricted rifle that was actually on the list But next to it says estimated compensation $0 But I still have the option for deactivation or surrender, each with a $ amount next to it Does that mean it’s still a zero?

According to the FRT the upper is required for destruction, according to public safety Canada and ASFCP hotline the latter of which I have recorded, they only want the serialized lower and that will be in compliance to have the certificate destroyed.

Who the fuck knows.
