Looks almost like a piece of a cluster munition, but im pretty hazy on my munitions identification these days

It is indeed a cluster munition, they were used in clusters of 48 pieces.

These ones were all live. We used them as payloads for drones.

Hard to say. Typically if theyre outside of the casing they're considered armed.

Im willing to bet that they were deliberately removed for use in some improvised way
