It's a training (presumably dummy but who knows with Russians lol) round for a 30mm soviet AA gun.

It’s a rubber bullet in there for training force-on-force with the infantry. They use them in 5.56mm all the time, like hardcore paintball, this is just 30mm version.

ТРЕНИЯ would be for training yes but these are more widely used for the main gun of БМП-2 armored fighting vehicles
