Does this mean what I think it does? New FRT for the FGC9, a 3d printed 9mm PCC.

The FGC9 being non-restricted in that entry is weird. It is likely prohibited as a variant of entry 197648 (3D Printed AP9/Shuty AP9), but for some reason has a seemingly duplicate entry as 197388 and I've never seen an explanation as to why.
