Impeccable logic. Inspecting agent seeing a gun stock made of wood: "Ah, it's just a piece of wood, let me check regulation on exporting lumber goods to Canada..."

No problem importing. Your friend should check US export regulation, specifically ITAR regulations. Our South neighbour has great laws inside the states, but circles of stupidity to guard the land of the free from anything entering and leaving.
