Depends on the specific piece of land. Generally, if you can hunt on it, you can target shoot on it. I only caution you because I live in Ottawa near Marlborough Forest , where hunting is allowed but target shooting has been banned thanks to Karens.
Basically, I'd look for a "general use" crown land area, then call the local authorities and ask if you can set up targets and plink.
