browning bl-22 is my fav lever but some prefer winchester 94, they are both great and have different lever throws and point a bit differently. bl is a short throw and small unless you get the long octagon version, winchester is a more traditional feel and longer throw.
anschutz 1710 or 1712 is the best bolt alternatively I have had the steyr zephyr and also a sako finnfire2, both were inferior but had pros. sako had the best ejection but had a lesser fit and finish, and the steyr was lighter and a better hunting rifle with the bolt lock. the issues with the steyr for me was the bolt was a bit stiff, the length of pull was too long, and the mag release sucks. Honourable mention are the new anschutz 1761, I have one in 17hmr and it is also very nice - but haven’t tried it in 22
beware those are all $$$ but you asked for the best.
I have tried nearly every 22lr on the market except the cheapest offerings in a search for the best ( best meaning heirloom quality, fit, finish and function ) and these are the ones I have left. I like the bl-22 so much i have 2 it is an absolute blast with my dad.
