Also difficult to keep track of "An Act to amend certain Acts and to make certain consequential amendments"

Really? Do they speak consequential English?

Yeah it's a real mouthful trying to properly quote stuff.

But I still don't think C-71 would count either, as really both the export import permit act and the Firearms act have been in force for decades now, and the government always could have done regulatory changes like this (handgun import ban, and handgun transfer ban) within those powers.

I really do think they meant to quote C-21 seeing as how it refers to a handgun ban, but C-71 never covered handguns. A mistake like that, just creates more confusion because they are saying that C-21 is in force when it really isn't.
