The bill the liberals proposed that the NDP have signalled they would support bans purchasing or transferring handguns, effectively freezing them in place. It also bans some airsoft guns.
It is only a bill, not law and needs to follow the usual procedure (Royal assent).
I’m sure there are more specifics that pros can advise on but that’s the gist - it’s a proposal and the surge is from two camps: 1. people who partake in the sport are getting what they can because they need to use it for the rest of their life, or 2. People selling them now because guns were typically a good “investment” - not for appreciating but because “this is expensive but I can go target shooting with it now and if I need cash in two years get 80% of it back.” This bill would render them worthless (it will cost me about $5000 for reference).
