On the one hand, I'm not surprised they're holding off and kicking the can down the road.

On the other, fuck it I'll take what I can get. The longer this runs, the worse it gets, the more expensive it gets and that's a win (even if we're paying for it).

It's also excellent that now multiple provinces are joining in.
