It makes sense by the RCMP's standards. Given its length, caliber, etc.etc.. They haven't been the ones making weapons prohibited for looking tactical.
It shares architecture with the FAL and AR15, but not to the point anybody making a technical decision would say it's a variant of either, given that it has (As far as I know) extremely limited parts commonality among its major components, like the barrel and receiver.
..That said.. It's probably going to be banned via bill or OIC at some point, because the RCMP aren't the only ones who get a say.
I agree with what you’re saying about limited parts commonality but the R9 got banned because it uses the same trigger as the AR-180 and that was enough to call it a variant. Even tho the R9 is a blow back operated. And I’m pretty sure the Makasi uses AR-15 trigger groups sooo 🤷🏻♂️
